Good morning breweries, distilleries, and wineries,
Though 2020 has been challenging, there are some funding opportunities currently available through the Nevada Department of Agriculture (NDA) that may be able to help your organization. These funds are provided through the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

CARES Nevada Agriculture Adaptability and Recovery Program (NAARP)

NAARP was created to help relieve the stress food and agriculture businesses face in responding to the COVID-19 crisis through business adaptations and diversifications to ensure a safe and adequate food supply. Applicants must demonstrate how financial assistance is needed in response to impacts to their operation in adapting to operating during the COVID-19 public health emergency. Among the eligible applicants are Nevada breweries, wineries, and distilleries that use at least 51% Nevada grown product.

Eligible expense categories and examples

The program has four areas for application of COVID-19 related expenses, below we’ve highlighted the budget categories most likely to be relevant to your business.

  • Supplies/equipment to safely operate – reimbursement of eligible expenses that were necessary to help protect employees and customers in various agribusiness situations in response to COVID-19.
    • Expense Examples: Gloves, hand sanitizer, masks, hand washing stations, safety COVID signage to improve employee/vendor/customer safety.
  • Agribusiness COVID-19 relief assistance – any additional business expenses that would not have been incurred if not for the COVID-19 public health emergency will be considered for eligibility under this general funding category. You must qualify as a small business as designated by the U.S. Small Business Administration to apply for reimbursement under this funding category.
    • Expense Examples: Expenses incurred related to finding alternative markets for commodity products and or bottled products. Additional storage space for products due to markets being closed.

Depending on the changes you may have had to make to your business operation and/or infrastructure or supplies/equipment purchases that were made, you may qualify for at least one application area. Expenses are reimbursed up to $15,000 and applicants can apply more than once, if needed, until that $15,000 maximum is reached. The deadline for application is December 15, 2020 or until funds run out, on a first come first serve basis.

CARES Inventory and Distribution Systems for Nevada Agriculture Produce and Products

There is still $400,000 in relief funds set aside to support inventory and distribution solutions for Nevada agriculture products. Nevada community organizations, businesses, and individuals are encouraged to submit project applications that will increase access to fresh fruits, vegetables, meat, and other agricultural products grown or raised in Nevada. Project proposals should also benefit Nevada agricultural producers, allow for inventory data to be uploaded and updated, and facilitate aggregation and distribution options for products, including delivery options.

Applications must be submitted to the NDA via email by 5 p.m. on Sept. 28, 2020. Full application requirements, including a scoring rubric and federal Coronavirus Relief Fund guidance, can be found online.
